Website: Separate community page

The important community info like mailing list, source code, issue tracker mm is now hidden within the looong http://lucene.apache.org/solr/resources.html page.

This effort will move the content from resources.html#community to a new community.html page. See draft version at http://lucene.apache.org/solr/community.html
