Enhance ColumnVector to support compressed representation

Current ColumnVector handles uncompressed data for parquet.

For handling table cache, this JIRA entry adds OnHeapCachedBatch class to have compressed data.
As first step of this implementation, this JIRA supports primitive data and string types.
