do-release-docker.sh in master does not work for branch-2.3

    Description

      According to maropu, do-release-docker.sh in master branch worked for 2.3.3 release for branch-2.3.

      After updates in this PR, do-release-docker.sh does not work for branch-2.3 now as shown:
