    Description

      As bintray is going to be deprecated, the download of sot-launch.jar will fail. This proposes to migrate the URL from https://dl.bintray.com/typesafe to https://scala.jfrog.io/artifactory for branch-2.4 and branch-3.0 which are affected by this.
