[LWG #755] add shrink_to_fit() to std::string and std::vector

Library Working Group issue 755 adds the new member function void shrink_to_fit() to class templates std::basic_string and std::vector. This change has been incorporated into the latest Working Paper and will be in C++ 0x. It's safe to implement in stdcxx 4.3.0.
