Add proxy server option for dependency resolver

Many users could have placed Storm cluster which is not able to connect to internet but maybe have some proxy servers which can connect to internet or some hosts instead.
Currently storm-submit-tool doesn't handle proxy at all. Maven setting file is not reflected, and we didn't provide option to add proxy server information.
