[Umbrella] Search Errors in Manager Page

Three main problems

1. Cannot Search in `/workbench/manager/user` (frontend & backend mismatch problem)
2. The columns `code` and `name` is are misplaced while adding a new department
3. Cannot Search in `/workbench/manager/dataDict` (front-end not implemented)
4. Maybe change the order of `Dictionary Name` and `Dictionary Code` for consistency with the table columns
