Replace ingress-nginx with Traefik

Submarine uses ingress-nginx for integration testing (test-k8s) as a reverse proxy.
If we decide to use Traefik as a default reverse proxy after Submarine v0.5.0, we should replace ingress-nginx with Traefik in submarine-cloud.
