fold libsvn_auth into libsvn_subr

libsvn_auth has a single C file that performs some provider-looping
logic.  There's no reason for it to live as a standalone library;  we
already have a zillion libraries.   The C file can be placed into
libsvn_subr, and the public svn_auth.h API can remain unchanged.
