New algebraic simplification rewrites

This task serves as an umbrella for new simplification rewrites:

• Generalization of the existing fuse binary-datagen rewrite
• Generalization of the existing binary outer rewrite
• New cbind/rbind folding rewrites
• New order chain fusion
• Generalized table rewrites (binary to unary, table to rexpand)
• Extended vectorization of left and right indexing
• Remove empty blocks (cleanup rewrite)
