New optional sideffect parameter for external functions

Currently, we need to be very conservative about merging blocks with external functions because these might have side effects (e.g., write, read). This task aims to introduce a new optional parameter to make side effects explicit, which allows for more aggressive rewrites regarding all other external functions.
