Build separate jar for matrix block library

Modify the build files for the SystemML project to create a separate jar file containing just the local linear algebra routines and APIs. Note that the primary SystemML jar file should still contain the local linear algebra routines and APIs. Update the documented release process to include the linear algebra jar.
