Move the SPI Support from Extensions to API&Core

    Description

      The Tamaya Extension contains a module called SPI support. This module contains copies of classes from Core.

      Code duplication should be avoided. Therefore we decided on the ML to move the module from Extensions to Core. Furthermore Core will use the classes from SPI support.
