Prepare dist.apache.org Release Candidates

Taken from the Maven Staging repository and put at
https://dist.apache.org/repos/dist/dev/incubator/taverna/

Part of this is figuring out the exact filenames and/or folders to use. Probably staying close to the generated artifacts is best.
