Tez UI: need mechanism to check if app has completed

    Description

      TEZ-2078 fixes the issue of showing the download link for logs only when app has completed. currently the ATS data about the app completing is used. however this is available only if the yarn.resourcemanager.system-metrics-publisher.enabled is true
