Description

There are cases timeline server wont have the latest data, and the status would be running even when the application would have completed. Right now the UI just depends on history service to correct the status, but this is not effective when system-metrics-publisher is disabled.

Load data from RM when available
If RM not reachable load data from ATS
~~TEZ-2078~~ fixes the issue of showing the download link for logs only when app has completed. Ensure to use the correct status.
