Change job in TaskSchedulerEventHandler to point to DAGAppMaster instead of DAGImpl

The TaskScheduler is per app and not per DAG.
TaskSchedulerEventHandler access the dag to get conf to create AMContainerEventLaunchRequest. This conf could be dag specific. It could instead get the conf from AMSchedulerEventTALaunchRequest.
