Bump bind exception retry in tika-server to > 5 seconds and fix trivial equality bug

    Description

      We currently allow 5 seconds for bind exceptions when trying to restart the forked server process.  We should bump that to more.

       

      Also, we should fix a trivial bug in if consecutiveRestarts > maxBind

      to >=
