Neo4jGraphStep/Strategy never executes

None of the tests, including Neo4jGraphTest go via the strategy anymore.
In Sqlg I manually replace the original GraphStep with a SqlgGraphStep.

Seeing as Neo4jGraphStep is not working I am not certian of the correct approach as that tends to me my reference.

This is on the current master branch.
