In the pop up calendar is there a way to configure the '-' and '+' signs which comes in the drop down for the year.

Most of the end users complain that they are unable to identify a '-' sign as something related to scroll up.. in the pop up calendar when they are selection the year from the drop down Could it be made configurable or is it already configurable.?
