clearing a transaction from commitPendingList fail during recovery.

commitPendingList in a region sometimes contain read only transaction that never gets cleared. This causes table drop or region close to hang.

Attempts made by recovery thread to resolve the issue again runs into issue with several regions not being available and recovery thread exiting with error.
