HostDB does not honor proxy.config.cache.hostdb.sync_frequency settings

    Description

      We apparently have a setting for controlling how often we sync the HostDB to disk. This is in RecordsConfig.cc etc., and is defaulted to 60s. However, as far as I can tell, we have it hardcoded to sync HostDB to disk once / second.
