Move scheduled updates feature to a plugin

    Description

      The scheduled update feature is basically doing what TSHttpConnect and TSFetchURL already do. We should move this feature into a plugin and implement it in terms of those APIs. That would make it more robust since it would be using well-used and tested APIs.
