The rampart mar used by binding-ws-axis depends on the SNAPSHOT version of the rampart parent

See org\apache\rampart\rampart\1.3\rampart-1.3.pom:

<parent>
<groupId>org.apache.rampart</groupId>
<artifactId>rampart-project</artifactId>
<version>1.3-SNAPSHOT</version>
</parent>

Not sure what to do about this. Any ideas?
