MANIFEST.MF for tuscany-node-manager module is missing a dependency for javax.ws.rs

tuscany-node-manager has a series of dependencies on the javax.ws.rs API (see DomainCompositeResource for examples), but the MANIFEST.MF has no entries for these dependencies.

This results in ClassNotFound exceptions when running Tuscany under OSGi (eg. running the OASIS tests using the OASIS OSGi based Runtime Bridge)
