uimaj-core has dependency on log4j coded incorrectly

The dependency is not to be packaged with the result - so the right coding of the scope is "provided",not "compile". Also, the dependency is optional - it should not be passed by default as a transitive dependency to other maven POMs that depend on the uimaj-core.
