ducc_ling version not correctly checked if no shared FS

The ducc_ling version from the head node is written into a file in $DUCC_RUNTIME/state. This value is checked when starting each agent on a worker node. When $DUCC_RUNTIME is not on a shared filesystem the check is broken.
