"all_in_one local" needs to add workitem jar to classpath

In order to support core uima v2 and v3, there are two versions of the workitem jar containing jcas classes. For normal DUCC jobs the appropriate jar based on user specified uimaj-core is added to the job classpath. This was overlooked for "all_in_one local"
