edit schedule groups code not doing permissions correctly

viewSchedules and submitScheduleGroups do not build the list of schedules and schedule groups using the same permission set. viewSchedules has it correct. The calls to getUserResources in submitScheduleGroups need to be updated to match viewSchedules.
