[sandbox] does not contain vfs-provider.xml for automatic registration

    Description

      The commons-vfs2-2.0-sandbox.jar as well as the 2.1 snapshot jar does not contain META-INF/vfs-provider.xml and is therefore not automatically configured by DefaultFileSystemManager. Adding a <resource> declaration to pom fixes the issue.
