Add Wink quick start guide

I'm working on a quick start guide that shows how to quickly get a JAX-RS application running in Wink. I'd like to post this just under the main documentation link so users don't have to go digging too far for it. Most of this already exists in the docs, but it's scattered across a number of sections.
