Description
WSS-231 added the ability to define the actions of "Signature Timestamp", by swapping the order internally, as the Timestamp Element must be in the security header before it is signed. However, this can change the expected ordering of security header elements in certain cases, for example for "Signature Encrypt Timestamp", which is causing interop issues with existing configuration.
