Fix the possible issue of duplicate registration in the metrics queue.

In our cluster, there has been an issue of duplicate registration of queue metrics, causing the Resourcemanager to fail and exit. Through code analysis, it is possible that adding the synchronized keyword is required when registering the metrics queue method.
