YARN Service - Two different users are unable to launch a service of the same name

Now that YARN-7605 is committed, I am able to create a service in an unsecured cluster from cmd line as the logged in user. However after creating an app of name "myapp" say as user A, and then I login as a different user user B, I am unable to create a service of the exact same name ("myapp" in this case). This feature should be supported in a multi-user setup.
