Investigate image/tag management and how to do docker-to-squash conversion at scale

Currently, the RuncContainerRuntime creates its images using the docker-to-squash.py script that is up in YARN-9564. However, this script requires root to run and is not the most user-friendly. This JIRA is to investigate how to make the process of uploading/importing docker images easier for the RuncContainerRuntime.
