maven plugin dropping '--batch-mode' maven argument

while tracking down an unrelated issue, I noticed that HBase tests that rely on maven weren't including the '--batch-mode' flag, even though it's the first thing the plugin defines.

The same thing shows up in current Hadoop precommit runs.
