Limit whitespace comments in github PRs per file

    Description

      Yetus whitespace check is enabled for all the hadoop ozone pull requests.

      Unfortunately in case of a wrong file it adds one comment for each lines, and they should be resolved one-by-one.

      It's almost unusable because the yetus comments.

      I propose to limit the number of the lines which are commented as the summary will contain the violations anyway.
