releasedocmaker hard-codes 'Hadoop Flags' for incompatible changes

The JIRA code in releasedocmaker looks specifically for "Hadoop Flags" to get the custom 'Incompatible' flag. This should be made more generic to work on non-ASF installs. (See also Important, which is a bit more generic.)
