Removal of unused queue field in Allocation

The Allocation message in the SI has a Queue definition which has never been used. The queue is always based on the application and the application overwrites any queue setting in the Allocation.

We should remove the queue from the Allocation message and clean up the shim side. The core already ignores the queue set on an Allocation.
