Ability to specify guaranteedResources via namespace annotations

Now we're only using namespace annotation to update Max Resource for the namespace mapping queue, we'd better to support more resource update for the mapping queue,  here we add guaranteed resource.

And before https://issues.apache.org/jira/browse/YUNIKORN-1778 we only need to support update guaranteed resource when we submit a new application.
