Revisit manager#GetUserResources

This method uses ut.GetUserResourceUsageDAOInfo() to fetch the necessary data. See if we can avoid using ut.GetUserResourceUsageDAOInfo() and fetch the necessary data directly as it much more performant. Similarly, need to take care for groups as well.
