Helm chart should not support replicaCount for scheduler

YUNIKORN-1589 fixed some formatting issues in our Helm charts, but an inadvertent change allowing the replicaCount for the scheduler pod to be set was introduced. Since using more than 1 replica will cause serious problems, we should remove this.
