Add updating DOAP file to release tasks

The ASF requires a DOAP (Description Of A Project) file to be maintained. The file is stored in the yunikorn-site repo.

It contains details on the project including release dates. The file should be updated as part of uploading the release notes to the website. This step needs to be added to the release steps in the documentation.
