Remove Jaeger dependencies and cleanup outdated traces implementation

The Jaeger client library has been deprecated for almost 2 years now and we should no longer use this in our code.

We are also not using the latest version and should directly migrate to OpenTelemetry as per the  notice in the documentation.

Migrate to OpenTelemetry would require us to reimplement most of the code in /pkg/traces.  We could remove the outdated traces implementation first. Add the OpenTelemetry version back if we decide to procceed with YUNIKORN-387.
