Register the CRD programatically if it is turned on

    Description

      Right now there are 2 places where we can enable the CRD: in the schedulerconfig and in the helm chart. It is very easy to forget to turn on on one of the places, so I suggest to register the CRD programatically if it is not registered and it is turned on via the config.
