metrics endpoint doesn't export any metrics

    Description

      The metrics endpoint (/ws/v1/metrics) has stopped working due to https://github.com/apache/incubator-yunikorn-core/pull/231. If this PR is included in the build, then metrics endpoint returns nothing, even though other endpoints like nodes are still working.
