Tag release 0.11.0 and update go mod files

After tagging for the 0.11.0 release the dependencies for the core and shim need to be updated to point to the new tag.
Order:

• tag si and web
• tag core and go mod update (si ref)
• tag shim and go mod update (core and si ref)
