prometheus metrics with type "summary" always show quantiles as NaN

    Description

      I run the following command on fresh installed Zookeeper:

      wget -O- -q http://127.0.0.1:7000/metrics | grep -i readlatency

      and got the following results:

      # HELP readlatency readlatency
# TYPE readlatency summary
readlatency{quantile="0.5",} NaN
readlatency{quantile="0.9",} NaN
readlatency{quantile="0.99",} NaN
readlatency_count 220.0
readlatency_sum 330.0

      look like quantiles don't calculate properly
