Remove deprecated methods of NCS and mark as @Unstable

    Description

      Recently, some methods of NetworkConnectionService were deprecated in REEF-610. We would like to remove the deprecated methods and mark it as @Unstable to avoid the overhead of dealing with deprecation. The @Unstable annotations will be removed when the NetworkConnectionService interfaces are stabilized and ready to completely replace the existing NetworkService.
