[Umbrella] Improvement for namespace annotation resource update

Now we're only using namespace annotation to update Max Resource for the namespace mapping queue, we'd better to support more resource update for the mapping queue, for example:
1. guaranteed resource

2. max applications 

And the resource update depends on submitting new Application to trigger, we can improve this to support updating immediately without submitting new jobs.
